Quality of the Electrical Service of the Peruvian Electrical System in Comparison with International Countries Through Data Envelope Analysis

Abstract

In this article, the quality of the electrical service in Peru is analyzed, in addition, the reliability of the electrical supply is evaluated compared to other countries. For the development of this paper, the regulations, activities and statutes of international law were reviewed that allow finding parameters to estimate the quality and its effects of providing this service in particular. Indicators based on the regulatory characteristics of international supervisory bodies are proposed, likewise, two analysis scenarios are proposed, oriented on the current conditions of SAIDI (System Average Interruption Duration Index) and SAIFI (System Average Interruption Frecuency Index) of countries within the region (Chile, Colombia, Brazil and Peru), and countries outside the region (Spain and Italy). To determine the efficiency in quality of service, data envelopment analysis (DEA) is used, considering the goals that the Peruvian electrical system must achieve to be considered efficient. The improvement in the quality of the electricity supply for low voltage users (mainly) can be focused on adapting energy or electricity policies, which allow drastic tolerances of the indicators, however, it is appreciated how the rate could be a resource to optimize the electrical system through control. The analysis method is proposed through the use of DEA, to estimate quantitative values of quality. Finally, Peru is considered an inefficient country in terms of quality of electricity service, compared to the countries analyzed, through the DEA method. Peru has varied geographical conditions of difficult access, diverse climatic conditions and high dispersion of demand, which directly influence efficiency.
