    Abstract

Introduction: A global debate has begun aimed at developing a new international policy instrument that would allow for the most appropriate prevention, preparedness, and response to a future pandemic. This debate follows an analysis of the challenges faced during the COVID-19 pandemic and the inadequacy of existing instruments to address these challenges effectively. Objective: The objective was to analyze the different perspectives raised to date on the development of a new pandemic treaty. Method: This was done by retrieving and reviewing the recent scientific literature available on this debate, using the PRISMA method. Results: Eight full-length documents related to the pandemic treaty debate were selected and discussed. Based on the information retrieved, the topics proposed for inclusion in the new pandemic treaty are described, and various critical points of the current state of this international debate are highlighted. Conclusion: Despite significant progress in the discussion on a new pandemic treaty, it is necessary to incorporate several missing topics and to ensure greater representation of stakeholders from different countries.
