A lawyer and economics graduate, he has a background in international economic law and international cooperation. He graduated as a lawyer from the Andean University of Cusco (2009) and with a bachelor's degree in economics from the Inca Garcilaso de la Vega University (2020). He holds a Master of Laws (LL.M.) in International Legal Studies from The American University in Washington, D.C., United States (2014), and a Master of Advanced Studies in International Law and Economics (MILE) from the World Trade Institute of the University of Bern, Switzerland (2018), both recognized by SUNEDU. He has worked at the Ministry of Foreign Trade and Tourism (MINCETUR), where he worked on trade negotiations within the framework of the WTO and Peru's accession process to the Organization for Economic Cooperation and Development (OECD). He also served at the Ministry of Culture as an international cooperation analyst, coordinating agreements with organizations such as UNESCO, ACTO, MERCOSUR, and APEC. Internationally, he interned at the Inter-American Development Bank (IDB) in Washington, D.C., United States (2012), was a research assistant at The American University in Washington, D.C., United States (2014), and at the World Trade Institute in Switzerland (2017), where he participated in projects on trade and exclusive economic zones. He is currently a professor at the Continental University – Cusco Branch, teaching courses on Commercial, Constitutional, Environmental, Mining, and Foreign Trade Law. He has been a speaker at international conferences, a contributor to the World Bank's Doing Business 2015 report, and a recipient of scholarships from SECO (Switzerland) and American University.
