Erikson Enrique Gutiérrez Márquez is a lawyer and holds a Master's degree in Human Rights from UNIJUÍ University in Brazil. He holds a Master's degree in Public Management and Business Administration and a Doctorate in Law from UNSAAC, where he is currently pursuing his degree. He recently defended and approved his doctoral thesis in Regional Development at UNIJUÍ. He serves as Coordinator of the Legal Clinic at Continental University – Cusco Campus, a position in which he combines administrative duties with teaching Human Rights courses. Previously, he was a full-time professor of Administrative Law and Personal Law, contributing to the academic and practical training of future legal professionals. He also serves as Supervisor of the SECIGRA Program, responsible for the implementation of regulations and monitoring pre-professional internships in public and private entities. Professionally, he has experience in public management and legal consulting. He was Municipal Manager of the Pampamarca District Municipality (2023) and Head of Legal Counsel for the Ccatcca District Municipality (2021–2022), leading institutional modernization processes, legal advocacy, and strategic decision-making. He is also accredited as an extrajudicial conciliator specializing in family law and as an arbitrator in government contracts, which supports his specialization in alternative dispute resolution mechanisms. His career combines academic research, university teaching, institutional management, and legal practice, with a firm commitment to human rights, regional development, and strengthening the rule of law.
