He possesses a solid academic background, supported by master's degrees in Public Management, Hydraulics, and Rural Development, as well as a second specialization in Pollution and Environmental Management and a diploma in Structures, enabling him to approach projects from a comprehensive, sustainable, and territorial development perspective. He complements his professional experience with 16 years of academic work as a professor in higher technological education at IESTP Vilcanota and at the university level at Universidad Continental and Universidad Tecnológica de los Andes, and doctoral studies in Education.
